It needs to be cleaned in an ultrasonic.
It’s the dreaded oil slick that some moissanite get. Some silver polish should get it off.
I don’t know the answer to your question but this ring is stunning I love the design so much!
STUNNING ring! It’s the moissanite oil slick – some elbow grease and sunshine polishing cloth will get it removed for ya 🙂 I wear mine 24/7 and I develop this due to the hand sanitizer, soap, lotion etc.

Do you have a certificate for the moisanite? Ive only ever seen this happen to color plated moisanite, as the plating wares off different colors show through because they basically coat the stone in layers of reflective chemicals that create different hues based on how many layers are applied. Its possible to have a solid moisanite that blue, but way more commonly they are plated this color. Your moisanite certificate should tell you if its color plated or solid color. If its solid color, and nothing seems to wash it off then i really dont know, i would try windex or some sort of glass cleaner that is thin and doesnt leave streaks or residue. Simple green, windex, fabuluster sprays are all good options, just spray and brush inside, under, and the edges and rinse off thoroughly.
If the cert says its plated color, then likely its impossible to fix, not sure if any places re-plate moisanites.
